Civil Aviation Safety Authority
The Challenge
The Civil Aviation Safety Authority (CASA) faced a costly problem: the fees charged to its largest customers didn't reflect the true cost of service. A breakdown in internal process was quietly skewing cost recovery — and CASA needed answers fast.
The Engagement
Brought in to lead the fix, a full Activity Based Costing (ABC) model and Cost Recovery Impact Statement (CRIS) was delivered, uncovering exactly where the numbers had gone wrong.
The Outcome
The result: a standardised costing tool built for consistency, accuracy, and fairness — transforming how CASA priced its services to industry.
A new Health System
The Challenge
The legacy Health Knowledge Management (HKM) system had outgrown its purpose — fragmented reporting, manual reconciliations, and limited financial visibility were slowing decision-making on a major capital program. A new HKM platform was commissioned to replace it, but a program of this scale needed disciplined financial control to land successfully.
The Engagement
Brought in to lead program financial control for the HKM replacement, the focus was on building the financial rigour the new system would run on. Delivered accurate monthly, quarterly, and annual reporting; managed budgets, forecasts, and reconciliations for the capital program; maintained audit-ready documentation. Validated invoices and vendor milestones with commercial teams, supported asset capitalisation and depreciation schedules, and built Power BI dashboards for real-time oversight — ensuring full audit and governance compliance throughout.
The Outcome
By pairing the technical rollout of the new HKM system with strong financial governance, the program moved forward with clear budgets, defensible reporting, and full audit trail — replacing not just an outdated system, but an outdated way of managing its finances.
Automating Asset Stocktake for DFAT
The Challenge
DFAT's physical asset stocktakes were slow and resource-heavy, often taking upward of six months across posts worldwide.
The Insight
Drawing on experience with DFAT's asset replacement programme, the finance lead recognised that System Center Configuration Manager (SCCM) — a Microsoft endpoint tool already deployed via the Global Services Centre to detect networked devices on Active Directory — could be repurposed for stocktake and impairment, not just IT management.
The Approach
After validating the idea with ICT colleagues, he secured CFO approval to run a pilot across a small number of countries.
The Result
The automated discovery identified almost 90% of assets in those locations, proving the concept at scale. The ANAO subsequently approved automated stocktake as a valid basis for DFAT's Annual Financial Statements — cutting a six-month manual process down to weeks, department-wide.
